Preheat oven to 170C. Place parchment paper in a 15cm by 15cm square baking tin. Sift plain flour, almond flour, matcha powder, and baking powder together, then set aside.
Place the room temperature butter and sugar in a bowl and whisk well until the mixture turns fluffy and white. Add eggs one at a time, whisking the batter well each time.
Add sifted ingredients and milk to the batter, then gently mix and fold until batter is fully incorporated. Add the chocolate chips and stir them through the mixture until they are evenly distributed.
Bake in oven for 18-20 minutes. Allow to cool before slicing. Dust with a little extra matcha and enjoy.
